Meet the Team

  • Lance J.M. Steinhart, Esq.

    Lance J.M. Steinhart is widely recognized as one of the leading telecom attorneys in the country. He earned a Finance degree from Syracuse University, a Juris Doctor, and a Masters of Tax Law from Georgetown University Law Center. Lance founded the firm in 1990. A member of the New York and Georgia Bar Associations, he has extensive expertise in telecommunications law, transactional law and contracts, and has advised over 1,000 companies. He has regulatory practiced before the Federal Communications Commission, and all 50 states, DC, Puerto Rico, and Virgin Islands regulatory commissions, as well as the Candiana Radio-television and Telecommunications Commission. He has also handled approximately 250 mergers and acquisitions.

    As the founder, Chairman and CEO of Telecom Compliance Services, it became the national leader in telecom regulatory compliance services before selling it to Thomson Reuters in 2006. In 2011, he founded Inteserra, Inc. f/k/a FAStek Compliance Solutions as Chairman, CEO. He led the company to the being the national leader in telecom regulatory and tax compliance services and successfully sold Inteserra in June of 2024.

    Lance was a member of Comptel, Ascent, the Federal Communications Bar Association and the American Bar Association. He served on Comptel's Regulatory and Legislative Committee, Ascent’s Internet Advisory Council, and Comptel’s Legal Affairs Committee.

  • Fallin Steinhart, Regulatory Specialist

    Fallin graduated Magna Cum Laude with a B.S. in Business Administration with a focus in Finance from Auburn University in 2019. Before she joined the law firm she worked in real estate as an Analyst Manager in office leasing where she gained experience managing team members, performing various complex lease calculations, and interfacing with clients while helping in the lease analysis of various prestigious office properties throughout the Atlanta area.  While in high school and college, she also worked as a law clerk and intern. Fallin began working for the law firm in March of 2023.  Her time is dedicated to completing various filings for clients with the secretary of states,  public service commissions and the FCC. Fallin also works on our clients complex ETC Petitions, which includes the drafting and filing of the Petitions, responding to multiple formal information requests issued by Commission Staff, and attending hearings.


  • Victoria Martin, Regulatory Specialist

    Victoria earned her Bachelor of Science in Criminal Justice, graduating magna cum laude from the University of North Georgia. A proud member of the National Criminal Justice Honor Society and Alpha Phi Sigma. Prior to joining the firm she gained valuable experience with case management with a leading Engineering firm in the DC Metro Area. Victoria also completed an internship with the Hall County District Attorney’s office. Victoria joined the firm in 2016 and specializes in Wireless/CMRS, MVNO, CLEC, IXC, VoIP, Data, Inmate and Operator services, and Lifeline Petitions with the FCC and all state regulatory bodies. She is adept with drafting and revising telecommunications tariffs and manages Secretary of State and DBA/tradename registrations. Victoria has collaborated extensively on International 214 applications with Team Telecom and aids in corporate reorganizations, mergers and acquisitions, and transfers of control.

  • Heather Kirby, Regulatory Specialist

    Heather graduated magna cum laude and Phi Beta Kappa with a Bachelor of Arts degree from Furman University, showcasing her dedication to academic excellence. Before she joined our firm in 2010, she gained valuable experience in the competitive financial services industry at Raymond James and was an Executive Assistant at Cumulus Media. Heather has established herself as an expert in Lifeline, which includes FCC Compliance Plans. She also navigates the complexities of ETC Petitions and ongoing ETC compliance in collaboration with both the FCC and state regulatory commissions in all 50 states. Beyond her Lifeline expertise, she possesses extensive knowledge in handling Tariffs and authorizations for a diverse range of services as well as Transfers of Control.
